“Comfort” vs Value. Seems to me that you don’t understand the two concepts and aren’t adapting yourself to each girl. Every girl is different and needs different amounts of comfort and value . In general you seem more value focused. Hence your results. The foreigner situation is one where you already have a lot of assumed value, hence why they don’t need so many push-pulls. I actually disagree with the other two comments here. You should take it seriously because of reputation. In a lot of cold approach geared towards flirting (but also sometimes socializing), there’s a decent amount of risk involved. There’s also a fair amount of breaking social norms but also invading other people’s boundaries. Only sometimes btw. In my opinion, the solution is two-fold. Learn how to do social approaches. It’s pretty early. But, if you’re ok with that and aren’t hung up on forcing a yes, then I think it’s fine to ask. Having sex with a stranger after two hours is also too early, but if you two like each other and want to it doesn’t matter. Just my opinion. No problem. Todd recommends texting girls at least once a day as an exercise, for good practice. In my experience, it's pretty good practice, but sometimes you don't have anything to talk about and it might've been better to do other stuff.

I'm in a similiar situation. Just starting to getting more Day 2's/dates. I'd still recommend texting them. You don't even need to try to hang out. Practicing having conversations, adding emotions, getting over silence, re-initiating over text, etc. are all really good skills that can be applied to platonic relationships as well as romantic.

In sales, there's a concept that later = never. So, you do need to eventually create a concrete date. That onus is on you. She probably is busy, but, even if she isn't, you should just maintain/learn good text game, keep the lead warm, and be patient.

As a caveat, since you're in college, you also don't have to put too much pressure on the "date". The goal imo is to see him again, regularly, rather than establish a flirty frame right off the bat. Setting up plans from a friendly frame with sexual/flirty undertones is good too. You don't have to explicitly say "I'm interested in you sexually/romantically" (in one form or another) if it feels too abrupt in the beginning. You can establish the man-to-woman vibe more strongly when you hang out.
