This is pretty much the reason. Nothing reflects worse on a city/community/township than seeing women and children out on the street. Seeing a man on the street is tolerable, he's a mess, his situation is clearly his fault, sucks for that guy, etc.. if cities want to save face, all of the money and effort is usually spent sweeping up the female homeless under the societal carpet
