In most states, once a child reaches a certain age (usually 12-16,) they do ask the child what they would like the custody arrangement to be. You can't ask a younger kid, because they aren't likely to fully understand what a divorce is and choosing one parent can be traumatic.

I think a reimbursement system would be much better, where the custodial parent pays for something and gets money back from the child support account, or submits paperwork ahead of time to get whatever it is funded. The card system wouldn't work because there's a million and one expenses that goes into raising a child, and it's different for every kid.
