Laws vary and Op didn’t list a country/state so it’s hard to tell what the potential sentencing can be. Indecency with minors usually means below age of consent. So OPs son can be a minor, but above the age of consent. That’s not really the point of selective service though. It’s a contingency plan (in theory at least) that is implemented if the voluntary military is insufficient. It is fairly open for male membership, though the most you get out of it as a man is networking, resume buffer, and possibly satisfaction of promoting engineering to young girls. Good luck getting them to agree to pay $30k. I doubt they are in a position where that can easily be done and unfortunately even if she feels sorry, doesn't mean she will want to pay him back.
