I bet they didn't had to wait for the war even. They could have brought it back and the majority of the global community would see this as just Tuesday. Most would be passively indifferent at best or actively vouching for it at the worst.

Check the progress and trajectory of the war down East again. The war is at a stalemate with no progress being made on each side and body counts stacking up like dominos. As the bill has stated, they will bring it back if the no. of volunteers fail to meet their expectations, and seeing the precarious state Europe is in the longer the war wages on, I doubt heavily that the number of volunteers will increase, if anything I believe they'll decrease by a considerable amount. Powerful German individuals doing nothing as they watch a full blown massacre unfolding right in front of their very eyes, merely standing aside and refusing to speak up against it. Now where have we seen this before? Coming off the recent planned legislation to reintroduce conscription, Germany has demonstrated they've barely learned anything from the past.
