The war is at a stalemate with no progress being made on each side and body counts stacking up like dominos. As the bill has stated, they will bring it back if the no. of volunteers fail to meet their expectations, and seeing the precarious state Europe is in the longer the war wages on, I doubt heavily that the number of volunteers will increase, if anything I believe they'll decrease by a considerable amount.
