Yeah it does. It's literally saying that not all of them are scumbags, but there's a much higher chance that someone on housing assistance will be one. How does that paint all of them negatively? I literally have the exact opposite opinion. That vodka was nothing but a slight bad taste, and will have no impact on the cat. While the cat probably wasn't injured, throwing your cat is definitely not cool at all. Doesn't matter if the cat likely landed without injury.
