It was a calculated attempt, likely considered by multiple parties, to quickly make an attempt to stem a potential issue with minimal impact to students education should the accusations be false. Should those accusations prove to be false the decision can easily be reversed which the only side effect being students had less parties to go to near finals weeks. The only exceptions being the two upperclassman housing "apartment" complexes. but by limiting it to the fraternities Sororities at UVa are also not allowed to host parties in the sororities name.
