My argument is directly applicable. We're all drivers and only some (maybe 1 in 5?) are drunk drivers. That ad only needs to speak to the abuser. That's the only person they want calling.

But it works everywhere else: Don't drink & drive. Ads are written to speak to the "buyer", not to everyone who reads them. ...but ...but I don't do that! They're unjustly accusing me of something I would never do!

"This poster treats the reader like he's already a criminal." Only if the reader is in fact an abuser. In that case, yes, they apparently do want him to call them for the counselling service they're offering.
