In my experience it wasn't. Are you referring to cub scouts? Ages 6-11 there may be a lot of mom's helping out. 12-18 it was all men. My best friends all to this day are Eagle Scouts with me and we all follow TRP.

My ex-girlfriend showed me. She's a bit of an alpha female. The future corporate woman. She found TRP and thought it was interesting so she showed it to me and told me to be more of a man. At that point it was far too late anyway. Naturally I had oneitis for her and thought she was a unicorn.
