It should apply in any country where women are liberated and don't need to rely on men. You can say you don't observe it and that is true of course. Yes of course they do have to worry about it too. But the theory of hypergamy is more about the rules regulating the start of a relationship or romantic encounter. It's to say that women typically have encounters with guys that are, as some tend to think, more attractive than the woman is in looks status and wealth. That's the observation, of course people can worry about if the other cheats, or wants to "level up". I'm not sure who has to worry about it more.

Also the male experience is to be generally not as attractive to women and so sex is always this thing they always grasp for which can create an obsessive mindset. It has to be human behavior in general to want what you can't have, for both male and female. It's not like creeps and serial killers actually make up 90% of guys. Even if a girl really wants an average guy, they most likely know they can get one whenever they want so it's not like there is any pressure for them to do anything. One is just as good as another.
