Life is cheap in most places and if you have a little money you can live nice without problems. If you have a little more money then citizenship or residency is hella easy to work out. If military action is what you're after I'd personally go with the French foreign legion. If you get injured in the FFL you get automatic citizenship in France which to me is far preferable to Russia.
