This is progressI would argue, that, he/she means: just because a crime has no evidence doesn't mean it didn't happen. It could be hard to collect evidence, the evidence might have been tampered / removed before found etc. Which can even be true in a murder. It would mean in court that the case would be dismissed, but it doesn't mean that it truly never happened.
