You are 100% correct. I work in the biz. This is most likely part of the syndicated paid for skit called "war of the roses" that lots of radio stations around the country pay for. Typically no. If your name is on the account, you spend it all with one check. Perhaps the ATM has a limit, but you can show up at the teller and withdraw all of it in cash immediately. There are some limitations, but those are for some things like closing the account or changing features and such. Certain actions of those types would require both to approve. Yea, it gets a little weird. A ex-girlfriend of mine repeatedly would ask me to slap her while fucking. I did a few times, but I couldn't get myself to actually slap with any force.
