Women are authorized to wear heels which are under a certain inch. They can also wear earrings that are known as stud earrings, like small pearls or diamond which are close to the ear. Makeup has always been allowed but had to be 'nude' colors, or ones which complimented the skin tone and we're not bright colors like red, blue, or yellow. The ROTC requires that all cadets appear at PMT events, which are professional military training events. These events count directly to attendance and grades. Much like a military unit can be required to attend a banquet or parade, the ROTC works the same way. This event was PMT, meaning all attendance was mandatory, but wearing heels was voluntary. Also, the article you specifically linked to isn't about soldiers - it is about ROTC. ROTC, or the Reserve Officer Training Corps is a 3-4 year program for college students. The people in this photo have probably never served in the military, but are in college to get their degree, and afterwards become an officer. This is for non-combat zones, and in full service dress. This is for people who are not working in factories or on flight lines. It is for people who are working in offices. You are supposed to feel as comfortable as possible while in the military. It's the small comforts in life that help you prepare your resultant for the next day. Mental health and wellness are massively important to the military because if you neglected the comforts of your troops you lose retention and recruiting goes down. All of these still have specific regulations and requirements for grooming standards. There's still a limit on how long pony tails can be, there's going to be guidelines about earrings, and the make-up still needs to be 'in good taste.' I don't understand the complaint here about women being able to do these things.
