Yeah but they gave proper ending to both their character arcs before removing them. Pirates films are more like each film is its own adventure with Jack doing what he does best all the time. There's very little to no growth on his part as character. Without that character or re-casting the role, it's really hard to pull the amount of money or audience like the previous movies did. Now Disney is not that dumb to greenlit a pirate movie without him and taking the risk ,as they have their own internal projections about the prospect of removing Depp. They could make Depp lower his pay which became insanely high after early Pirates films.
