It's unfair to kids who are allowed to call a stepfather, "dad". The step parent can also dissolve the relationship with the mother and never have to see his stepchild again. As long as the feds pay the states money to create, manage and enforce child support cases, you will NEVER see this logical idea of shared responsibility become law. There is no reason to change the current system that has employed many lawyers, judges, case workers, jailers etc.. if it has proven to become a great source of income and funds that states can tap into.
