Really? This is an honest curious question... How is that counter-intuitive? That would mean that you find institutionalized sexism to be the norm. IE you would expect to find written policies for universities that said "no women" or businesses that had hiring guidelines to not hire blacks etc. Given the current state where anyone can sue and win for even the most minor discrimination and companies are ultra sensitive to all forms of diversity, why would you find this counter-intuitive?
