I'm thinking in particular of a diner I used to hang out in. They had 5-6 waitresses on duty at a time, 6 am til 4 am, seven days a week, so probably 20-30 on payroll at any one time. One of my dad's good friends was a female jet mechanic in the USAF. She used to do all manner of dangerous jobs because she was small and light, aircraft are often fragile in places so some areas can be difficult to access. This was in the mid 1970s. Public ones? No. Often shops, stores and even restaurants will have no restrooms that the public is allowed to use. Those that do are typically only for paying customers. At least here in the U.S. In some major cities finding a rest room at all can be very difficult. I attribute this to the problem of the few assholes who trash restrooms, smear shit on the walls and break the fixtures and homeless who take their "showers" in them if allowed access.
