It’s actually to the root “hupo-kouo” which is more about submitting rather than obeying. Jesus and his disciples disobeyed the government all over the place, but ALWAYS submitted to the government when arrested, etc. (hence the persecution and crucifixion) Submit to, but not a command to obey.
