no. but if you run and if you don't represent a direct danger they will not shoot and if you're in a vehicle they will chase you but they will always asses the danger of escalating a pursuit. also if you haven't hurt anyone or blackmail anyone, your escape won't add up to other conviction. finally, it's very very rare that a jail break isn't breaking any laws such as bribery and other corruption tactics.

This needs clarification. It's not punishable by law to try to escape but it is police prerogative to arrest you and if necessary use force to coerce you. It's the same if you are jailed. In most if not all European countries it is legal to try to break out of jail if in the process you didn't break any laws, like using violent methods like hostage situations.
