You are absolutely right. There was a study about how genders get typecast and in that one, they observed that when people hear the word victim, they are most likely to assume that it's a woman and when they hear the word perpetrator, they are most likely to assume that it's a man. This is very similar to the gamma bias. More women are bound to fly below the radar if cops think that women can't do bad things. If they are not even acknowledged, they will also not be caught.
