The point is that just because laws were passed calling for equality doesn't mean that it has been completely followed through within society. Women get treated unequally. Men get treated unequally. Black people get treated unequally. Trans people get treated unequally. Just cause someone is not treated as unequally as another group does not diminish their issues. Would you tell a kid who can't afford lunch in America to not complain because kids in Africa or somewhere starve to death?

It might be for rape between women. I'm assuming penetration wouldn't be required in cases like that. It would probably allow them to charge the person with something just as terrible as rape since the trauma would be just as bad.
