For how good your skin "should" be - I don't think there's really a metric for that, because everyone's got different skin due to genetics and environmental factors. If you've got greasy skin or live in a hot climate, use a gel moisturizer. Greasy skin can also be the result of dehydrated skin trying to take care of itself.
