No, she gave it all away, not just half of it, even the comment you replied to said that. The scene was caused by one person out of the three, and it wasn't the person who had the settlement. Read the article before you comment on it.

They do a lot of shady shit at that school, nobody does anything because it's in small town texas and rocking the boat is seen as worse than whatever reason you have to rock the boat. I'm sorry then man, you've got a tough decision. Again, take my advice with a grain of salt, but here's what I would do. I would get the charges expunged because those will hang over your head for the three years, and try to get a restraining order against her, because she's crazy. Obviously its still up to you but I wouldn't push it unless your lawyer thinks you have a good chance at getting a very, very good amount in reparations from either her or the state.

Ask your lawyer if you can get the charges expunged and then sue her for defamation of character, instead of false arrest. Defamation of character would be a civil suit instead of a criminal suit, so it may be different. I wouldn't pursue anything against the state. You may win if you do, but would whatever reparations you get really be worth three years of having a rape charge hanging over your head? If it were me, I wouldn't go for it.
