You risk criminal prosecution for slander and libel and risk being required to pay damages in either case. There has to be at least some kind of reward or incentive to make someone risk that, and frankly a smear campaign against someone who can easily refute things so long as they are in a small circle would not really be worth it even if you didn't risk anything. I don't see any incentive for a random accusation not brought to trial. It wouldn't exactly accomplish much. They do influence because we are talking about false rape accusations vs. rapes so it's necessary to account for all cases of rape to conclude the amount of false accusations in comparison to how often rape occurs. That is the statistic of rape accusations that went to court. In reality it is probably much lower when many cases do not make it to court or are never reported. Rape is woefully underreported for a number of reasons, so in reality all of the unreported cases must be added to the lot, which shrinks the 7.4% to a significantly lower number.
