Western Australia. State department will need a parenting order, recovery order, etc. Also all they can say is "find a local lawyer" or something along those lines. They also have bigger fish to fry.

Depending on the webhost. Gmail wont let you do it. Some other services still include an "originating-ip" in their header. But still you only get a "general geographic area" from that (think city-sized area).
I am not sure she is in China. She doesn't tell me where she is. She appears to be somewhere else (in SE asia). But she can move any time. She is likely working teaching english on a student visa. Thank you for your advice though, it might work to some extent in other countries.
