Yes, men will likely be punished or ignored, but women have an even higher chance of being punished or ignored and/or shamed. Those categories being able to both occur doesn't negate the fact that men have a higher chance of actually being sexually assaulted. The amount of false accusations is a lot lower than people make it out to be, whereas the frequency of sexual assault on women is severely downplayed.
