Because it is cost-ineffective for men to get them. These types of decisions are based off scientific and mathematical models to maximize effectiveness. For example, you can vaccinate 1 million boys to protect 1 of them from getting HPV-related carcinoma. 2 of them might have a serious side-effect to the vaccine. Meanwhile, that 100 million you spent on a useless vaccination program could have been spent on something that would actually save lives.
