not really. With age of consent being much lower than 18 it can be legal and there is nothing morally wrong with it either. 14 yeah old "kid" can be as developed as 18 is. In my country age of consent is 15 so there is nothing wrong with fucking one (of course if you are in position of power it can cost you a job and such).
