You don’t want her to think that you’re mad at her, that shows insecurity. If you’ve been ignoring her I wouldn’t just randomly ask her to hangout. Respond, casually like you’ve been busy (which you should be) and make plans once it seems appropriate.

Here’s what you do man. If you see a cute girl you want to talk to. Stop her and ask for directions to something nearby. While she’s giving you an answer, interrupt her and say “ to be honest I think you’re cute and just wanted to talk to you.” At that point introduce yourself and ask her for her name ( if she’s into you she will tell you.)
