I think this is an interesting idea. Why should welfare not be attached with conditions? This is common sense, not discrimination. What I'd like to ally to this is the possibility of selling my citizenship. If circumstances are making me go on welfare, I'd want to be able to sell my citizenship on an open market and go live in another country.

Good argument. I'm sure a test could be administered to determine competency. My own worry is that as Ben Franklin said: "A society that sacrifices a little bit of freedom for a little bit of order, will be doomed to lose both and will deserve neither." Whilst the quality of decisions made may be higher with a more qualified electorate, the price is losing a little bit of freedom. Universal suffrage was hard won and I think it might be a price worth paying.

Are you suggesting that not all people should get a vote? That restricting it to landed gentry produced a better outcome. To me, a key strength of the human species is that each individual has a high native intelligence and seems it would be a good idea to leverage as much of that as possible. Am I being hopelessly naive?
