First definition refers mostly to innanimated objects. In the second definition the word "unscrupulous" has weight in the meaning. Nevertheless it doesn't matter, cause what prevails in communication is context. Quoting the Oregon State University "communication context boundaries are fluid". But you already knew that, you are just being silly.

Women in general don't manipulate men, they just drive them. They persuade them. ​ That's manipulation only if they do with a malicious goal. Persuading someone to do good, or even for your own benefit if that isn't harmful for them, has no bad in it.
