I've seen countless foreigners being sentenced to firing squad for drug smuggling after the state had decided to refuse extradition requests. IIRC a single parent was also sentenced to death. I looked it up and the average vaccine costs around 100$. Way cheaper than starting an epidemic and putting a healthy population at risk. I'm afraid you have to bite the bullet for the common good and to prevent future expensive trips to the ER for yourself and the people around you because of some nasty disease you contracted.
