No, but depending on where you live it can be very difficult to have a baby anywhere else safely. Or even find a midwife. This is 90% of the reason I haven't gotten pregnant again. My main objection to mandatory testing is a concern for the child-- I actually haven't looked into what goes into a paternity test and assumed it's still a blood test.
