This was about racism, not really about the rape. The locals were mad because the guy was a migrant from bangladesh or something like that. The article didn't do a great job explaining the tensions but it laid a shitload of subtext on the racial tensions being the underlying issue.

Yeah, I got bullied in school for like a week in the sixth grade. Bully bumps me as we are all filing out for recess and says something to me and I snapped and told him if he wanted to fight we would go right now in front of everyone and that he had no idea what he was in for. ^ This right here. The 20% rule isn't about a strict ratio, it is a rounded number which is easy for us to understand. It is appropriate in our society, but any number of things could change this. I would be willing to bet that the 80/20 rule used to be the 66/33 rule back when people were forced to actually be fit for survival. Our society has become so sedentary that only 20% of men are near their physical peak nowdays.
