Thanks for the detailed response. Appreciate it. If the time period in between you last hung out as friends and now was months ago, then you can escalate her as you normally would with a girl. Definitely agree with your first point. Rather than tell her your feelings/intentions, make the move. For me at least I've never thought it was worth the effort. Like there's a point where I value the friendship too much to try anything, but have little crushes here and there.
