Yes you want to maintain eye contact when you are the listener. If not it will seem like you are uninterested in the conversation and are looking for something else to do. When you are the talker, however, you should maintain some eye contact but break that eye contact every so often, i.e. don't just stare into the other person's soul when you're the talker.
