Auto insurance is not "mandated" by the government. You can own a car without insurance just about anywhere -- as long as you don't drive it on the roads. Auto insurance is a condition of obtaining a license plate and using your car on government roads and highways. It is a requirement or condition in order to obtain the privilege to use the roadways. You are under no mandate to have auto insurance if you own a car.

It can work, but it depends on the weight of the girl and the harness that she is sitting in. You simply attach the harness to the ring, and then attach the ring to the lifting device.
