This is from advice that has been given by the police to victims of assault, both sexual and non-sexual. "In future, don't go put in such a short skirt!". If the police are giving it out as advice, its pretty fucking socially accepted.

The problem with quotas is that if you are a woman getting a job you don't know if it was for your sex or because you are genuinely good. If you're the only woman applying, then there's no real way of knowing, they won't admit it to you. But, quotas or not, if you get the job as a man you can be damn sure they thought you were best for the job.
