Did you not have to fill out a W-4 (or a similar form depending on your country, if they use such a thing) telling them how much to withhold from your paycheck? I'd argue that signing one of those is a form of consent...you're essentially saying "I am agreeing to give the government this much money."

For people living in developed countries, ruggedness/roughness is becoming an unnecessary trait. There's very little application for it in context of a functioning society. You aren't fighting off wild animals or bandits. You aren't crossing the prairies to forge a new life.
