It could be because those guys aren't "boring" & bring excitement to the woman's life, potentially. Men say the same about women but to a lesser extent.

Staring at people is creepy in general. Had a woman stare at me a few years ago while I was at the mall. Was she into me? I dont know. I was with family & on my phone, had no intention to talk to her, it definitely made me anxious a bit.
