I can't tell if you realize the key point here... the difference between hate crimes and hate incidents. You posted the difference, but if you understood it, then you might understand why nothing is stating that wolf whistling is going to be criminalized and thus why this is utter tosh. They'll try to justify it, or come to terms with it in ways that don't seem logical from the outside. In cases of rape, they'll tell themselves it was their own fault. It's not logical, but human psychology rarely is. Feminism wants to remove the social factors that reinforce this way of thinking to allow people to come to terms with it in a more healthy way. The point is that her friend helped her to sop hating herself for what happened. She wasn't responsible - the person who raped her was.
