Your mom is unfortunately correct under English law. As someone currently studying it the worst a woman can be punished for is sexual assault in this scenario. Rape requires penile penetration (therefore only men are capable) and sexual penetration would require she penetrated his anus or mouth with a body part of object. I study law and in the UK the definition of rape sucks. Basically only a man can rape as it requires penile penetration. A woman could do sexual penetration with an object or body part e.g. finger or strap on but in most cases the worst they can be prosecuted for when they force a man to have sex is sexual assault
