If hormonal responses are built on consitioning, as you say, then everyone should experience hormones differently according to personal experience. There is no way to condition culture to perfectly rewrite people's preferred or subconscious stimuli, and so I find it a more worthwhile, efficient, and productive option to simply cover the most conventionally "distracting" areas, on either sex.
