It depends entirely on the locality. The FBI definition you used is not a statutory definition. It is from the Uniform Crime Reporting standard and used as a data collection tool. The state's laws determine what crime a person can be charged with and there aren't federal rape laws that I'm aware of.

If he is talking about the legal definition of rape then he is correct, men can't legally be raped. Instead it is called sexual assault. Depends on jurisdiction. Certain states literally cannot charge a woman with rape, or even aggravated sodomy depending on circumstance. Sexual assault is generally a gender neutral crime that is charged to either sex. The bigger issue is the prosecution and judge/jury who can ignore the facts and charge lesser/acquit.

It depends entirely on the victim demographics and the crime. Homicide of a young man? Likely killed by a man. Neglect death of an infant boy? Likely killed by the mother. Male victim of domestic abuse or sexual abuse? Mostly likely abused by a woman. But in the end, it's an irrelevant question. Whether the perpetrator is a man or woman doesn't warrant a less serious response.

Personal choice, but it only take a square or two at most to just dab. Some people prefer to do so for hygienic reasons (not flicking pee all over). If one pees without retracting the foreskin it's also good practice to do so in case pee collects there, but that really depends on the tightness and amount of skin present.
