Well, it depends but if they are strangers then ignore or include, if they want to be included then do so, 'heh, what's your name?' if you know them, then I like something direct, 'hey there (name) what's your problem?'. 'Functional' in this case is a term of art, referring to movements that relate to moving ones own body. A deadlift is nut 'functional' because it's about another object, not moving one's own body in hard ways. Acrobatics is almost totally 'functional' strength.
