I disagree. Yes, there are some that are made up for attention. But theres also a lot of situations where an actual assault happens and people don't go to the police and tell their friends and family instead for support. They might not go because people might think they're lying, people might victim blame, they might be scared of their abuser, or they know theres not enough proof.
