hasn't mattered since lithium batteries became the norm. the nickel batteries you wanted to let die before charging and leave on the charger until full. lithium ion batteries are actually best kept between 40-60% as much as possible, as keeping it charged more than that all the time leads to crystallization which lowers the maximum charge capacity permanently this is why a laptop that stays plugged in all the time will basically have a useless battery after two years

that's a humorous but immature way to view this. i think it is more an attempt to possibly keep the parents involved in the child's upbringing, with the legal & financial benefits that come from marriage. worse than being born to a teenage mom is being born to a single teenage mom you can argue that this is an ineffective solution to an already shitty situation, which i would probably agree. though government should not have anything to do with personal relationships regarding marriage anyway.
