They have it according to state. Their reps ignore them in favor of large cities. There is already equal representation. To make it proportional to population would silence the smaller guys. It's how the electoral college works and why Trump won. If it was proportional to population 7 major blue cities would decide everything.
The hotel wouldn't, but SHE is probably too stupid to know that. I don't doubt the story. It's classic police work- act like you know stuff, people will usually fold. All he probably knew for sure was that the suitcase wasn't hers, and asked to be connected to her hotel room with the boss' name. At least, that's what I would have done.
One word her. Don't let her bait you into a conversation or whatever. She's asking stupid questions for attention so you'll answer her. Anything more than " okay/yes/no" is extra attention shes sucking out of you.
