I'm sort of confused about the science behind the PE. I agree that stressing the penile ligaments will lead to tearing and eventual lengthening of the tissue. However, just as ligaments will lengthen when needed, they will also shorten. This is, for example, why bad posture can lead to pain and reduced range of motion in the head and neck. To maintain whatever gains you get from stretching your penis you will likely need to continue these exercises forever.
